HomeMy WebLinkAbout20170206_5196.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF FROM: KARL KLEIN DEPUTY ATTORNEY GENERAL DATE: FEBRUARY 3, 2017 SUBJECT: ROCKY MOUNTAIN POWER’S APPLICATION TO EXTEND THE 2017 INTER-JURISDICTIONAL COST ALLOCATION PROTOCOL THROUGH DECEMBER 31, 2019, CASE NO. PAC-E-17-01 On February 1, 2017, PacifiCorp dba Rocky Mountain Power applied to the Commission for an Order that would extend the Company’s 2017 Inter-Jurisdictional Cost Allocation Protocol from December 31, 2018 through December 31, 2019. The Company has asked that the case be processed by Modified Procedure, and that an Order issue by March 31, 2017. The Company and various stakeholders negotiated the 2017 Protocol in an effort to equitably allocate PacifiCorp’s costs to provide electric service to its customers in the six states it serves, including Idaho. The 2017 Protocol was to be in effect from January 1, 2017 through December 31, 2018, to afford the parties some time to evaluate the potential impact of the Environmental Protection Agency’s Clean Power Plan rules, and of PacifiCorp joining the California Independent System Operator (CAISO), before agreeing on a longer term allocation method. The 2017 Protocol contemplated that it could be extended for another year, through December 31, 2019, if all state commissions agreed by March 31, 2017, that such an extension could occur. This Commission approved the 2017 Protocol on October 14, 2016. See Order No. 33623, Case No. PAC-E-15-16. STAFF RECOUMMENDATION Staff recommends that the Commission issue a Notice of Application and Notice of Modified Procedure that sets a 21-day comment period and 7-day reply period.
