HomeMy WebLinkAbout20151019_4793.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER SMITH COMMISSIONER RAPER COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: DAPHNE HUANG DEPUTY ATTORNEY GENERAL DATE: OCTOBER 15, 2015 SUBJECT: AGREED SETTLEMENT IN UNITED WATER’S APPLICATION TO INCREASE RATES AND CHARGES, CASE NO. UWI-W-15-01 On May 21, 2015, United Water Idaho Inc. filed a general rate case Application to increase its rates and charges for water service effective June 22, 2015. The Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 33316. Community Action Partnership Association of Idaho (CAPAI) petitioned to intervene, which the Commission granted. Order No. 33334. The Commission established a procedural schedule with the following deadlines: October 9, 2015 Staff & Intervenor file direct testimony November 6, 2015 Petitioner files rebuttal testimony November 19, 2015 Technical Hearing Order No. 33344. Upon receiving the parties’ Notice of Proposed Settlement and Motion to Amend Procedural Schedule, the Commission determined it was reasonable to vacate the schedule, and granted the Motion. Order No. 33394. On October 8, 2015, the parties filed a Settlement Stipulation and a Joint Motion to Adopt Settlement Procedure and Approve Settlement Stipulation. The parties ask the Commission to issue a Notice of Proposed Settlement and Order that: 1. sets a deadline of November 6, 2015, for the parties’ testimony in support of the Stipulation; DECISION MEMORANDUM 2 2. sets a technical hearing for the parties’ presentation of the Stipulation on November 19, 2015, starting at 9:30 a.m. in the Commission hearing room; 3. seeks public comments about the Stipulation with a 21-day comment period; and 4. sets a public customer hearing about the Stipulation for November 19, 2015, starting at 7:00 p.m. in the Commission hearing room. The parties seek additional relief upon the Commission’s consideration of testimony and comments about the Stipulation, which will be addressed in a later decision memorandum.
