HomeMy WebLinkAbout20150824_4745.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER SMITH COMMISSIONER RAPER COMMISSION SECRETARY COMMISSION STAFF FROM:MICHAEL LOUIS DATE:AUGUST 17,2015 SUBJECT:TARIFF ADVICE REGARDING MODIFICATION OF IDAHO POWER’S RULE M,FACILITIES CHARGE SERVICE AND SCHEDULE 66, MISCELLANEOUS CHARGES On August 7,2015,Idaho Power Company filed Tariff Advice No.15-09 requesting authority to modify Rule M,Facilities Charge Service and Schedule 66,Miscellaneous Charges. Rule M applies to customers taking Primary or Transmission Service using Company-owned and operated facilities beyond the point of delivery and charged rates outlined through Schedule 66, Miscellaneous Charges.The Company requests these updates to become effective on September 7,2015. STAFF ANALYSIS The purpose of the Company’s Application is to add language regarding Rule M’s applicability to special contracts where the special contract does not specifically include facility charge provisions and to add the recently approved special contract,Schedule 32 (Electric Service Rate for J.R.Simplot Company,Caldwell,Idaho,dated April 8,2015)to Schedule 66, Miscellaneous Charges. Staff has reviewed the Application and believes this request does not materially change the current regulations under Rule M while appropriately adding the newly approved special contract (Schedule 32)to Schedule 66 so that the customer can be charged currently approved monthly facility charge rates. DECISION MEMORANDUM 1 AUGUST 17,2015 STAFF RECOMMENDATION Staff recommends that the Commission authorize modifications to Rule M -Facilities Charge Service and Schedule 66 -Miscellaneous Charges as proposed in Tariff Advice No.15-09.
