HomeMy WebLinkAbout20150706_4712.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSION SECRETARY COMMISSION STAFF FROM:MICHAEL LOUIS DATE:JULY 1,2015 SUBJECT:TARIFF ADVICE REGARDING MODIFICATION OF ROCKY MOUNTAIN POWER’S RULE 6,COMPANY’S INSTALLATION, SPECIFYING THE SECONDARY SERVICE VOLTAGE OPTIONS AVAILABLE TO CUSTOMERS On June 24,2015,Rocky Mountain Power Company filed Tariff Advice No.15-03 requesting authority to modify Rule 6,Company’s Installation.The Company requests these updates to become effective on August 14,2015. STAFF ANALYSIS PacifiCorp publishes an Electric Service Requirements Manual (ESRM)to guide customers in the installation of new service.The 3”’edition of the ESRM that the Company intends to release in August of 2015 to be effective on January 1,2016 lists voltage options available across all states within PacifiCorp’s service territory.1-lowever,there are two voltage options listed in the ESRM that Rocky Mountain has not previously offered and does not want introduced into its Idaho service territory.The new ESRIvI will specify that the voltage options available in each state will be subject to Rule 6—Company’s Installation with a link to each state’s regulation.The modification to Rule 6 the Company has proposed provides the specific secondary service voltage options that Rocky Mountain will continue to provide and maintain within its Idaho service territory. Staff has reviewed the application and believes this request does not materially change the current regulation,but provides a benefit by clarifying voltage service options available to Idaho Customers. DECISION MEMORANDUM 1 JULY 1,2015 STAFF RECOMMENDATION Staff recommends that the Commission authorize modifications to Rule 6—Company’s Installation as proposed in Tariff Advice No.15-03.
