HomeMy WebLinkAbout20150413_4649.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER RAPER COMMISSION SECRETARY LEGAL WORKING FILE FROM:CURTIS THADEN DATE:APRIL 10,2015 RE:IDAHO POWER COMPANY TARIFF ADVICE NO.15-03 REVISIONS TO SCHEDULE 66,MISCELLANEOUS CHARGES On March 27,2015,Idaho Power submitted Tariff Advice 15-03 to revise Idaho Power’s Electric Service Schedule No.66 (Miscellaneous Charges),consistent with Commission Order No 33229 in Case No.GNR-U-14-01.The Company proposes a new reconnection charge for its customers with a remote connect/disconnect meter be set at $13 during all hours and days.The Company requests that the proposed revisions become effective Mayl,2015,which corresponds to the effective date of the Order. BACKGROUND On September 30,2014,Avista Corporation.Idaho Power Company,and PacificCorp dba Rocky Mountain Power,petitioned the Commission for an Order exempting them from Customer Relations Rule (UCRR)311.04 and .05 (IDAPA 31.21.01.11.04 and .05).Bdetly, subsection (4)requires the utility to attempt to meet customers at their home or businesses before disconnecting their service for non-payment to provide an opportunity for the customer to pay their bill and avoid disconnection.Subsection (5)requires the utility to inform customers how they can have service restored if payment is not made at the time of disconnection. In the petition,Idaho Power proposed a reconnect charge of $13 for customers with a remote connect/disconnect meter regardless of when a request for reconnection is received.This amount is less than current charges for reconnection,as shown on the attached Sheet No.66-3. On February 17,2015,the Commission issued OrderNo.33229 granting the utilities’request to DECISION MEMORANDUM -1-APRIL 10,2015 be exempt from the requirements of UCRR 311.04 and .05,effective May 1,2015.The Commission found it reasonable and in the public interest for Idaho Power to reduce its reconnection charge as proposed.Tariff Advice No.15-03 was submitted to comply with Order No.33229. STAFF RECOMMENDATION Staff recommends approval of Idaho Power’s proposed changes to Schedule 66 to establish a reconnection charge ofSl3 for customers with remote connect/disconnect meters.
