HomeMy WebLinkAbout20140902_4458.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSION SECRETARY COMMISSION STAFF DAPHNE HUANG FROM: DON HOWELL DEPUTY ATTORNEY GENERAL DATE: AUGUST 29, 2014 SUBJECT: OREGON-IDAHO UTILITIES’ APPLICATION TO INCREASE ITS MONTHLY RESIDENTIAL RATE FOR TELEPHONE SERVICE, CASE NO. ORE-T-14-01 On August 5, 2014, the Commission issued a Notice of Application regarding Oregon-Idaho’s request to increase its rates over a four-year period. The Company proposed an effective date of December 1, 2014, for the first step of its rate increase (from $15.77/month to $16.00/month). The Notice set a deadline for intervention after which Staff counsel was to convene an informal scheduling conference for the parties. Order No. 33087 at 4. The only parties in the case are the Company and Commission Staff. The parties have met and agreed upon a Modified Procedure schedule to process this case. More specifically, the parties agreed to a deadline for Staff and public comments of October 10, 2014, and reply comments of October 20, 2014 (if necessary). The parties also agreed to serve discovery and written comments electronically. In lieu of a public workshop under Rule 127, the parties agreed to send another customer notice to all Idaho customers. The second customer notice would again advise customers of the proposed rate increases over four years, and invite interested parties to file comments in this matter no later than October 10, 2014. The notice also would advise customers that the Application is available for review at either the Commission’s office or on its website, and that customers may track the process of the case by subscribing to the Commission’s RSS feed. DECISION MEMORANDUM 2 COMMISSION DECISION 1. Does the Commission approve of the Modified Procedure schedule requiring initial comments on October 10, and reply comments (if necessary) on October 20, 2014? 2.
