BACKGROUND AND DISCUSSION
On February 13,2014,Potlatch filed Advice No.14-01 requesting Commission approval
to add provisions applicable to originating toll VolP-PSTN traffic as required by the FCC in its
Second Order on Reconsideration,FCC 12-47 (April 25,2012).The Company is also
grandfathering the terminating Percent VoIP Usage lbctor (PVU)requirement due to intrastate
terminating switched access rate parity with the interstate rates beginning July 2,2013.The
change of the PVU factor is also needed to comply with the FCC’s Orders.’Specifically,this
section establishes the method of separating Toll VoIP-PSIN traffic from the customer’s
traditional intrastate access traffic,so that such traffic can be billed in accordance with the FCC
Orders.
STAFF RECOMMENDATION
Staff has reviewed this filing and believes that it comports with the FCC’s Orders and
guidelines.Staff believes this compliance filing merits Commission Approval.
