HomeMy WebLinkAbout20140121_4284.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSION SECRETARY COMMISSION STAFF FROM: KRISTINE SASSER DEPUTY ATTORNEY GENERAL DATE: JANUARY 17, 2014 SUBJECT: IDAHO POWER’S APPLICATION FOR APPROVAL OF CAPACITY DEFICIENCY, CASE NO. IPC-E-13-21 In Order No. 32697, the Commission directed that a case be initiated outside of each utility’s Integrated Resource Plan (IRP) filing for the establishment of the capacity deficiency period to be utilized in the utility’s SAR methodology. Idaho Power filed its 2013 IRP with the Commission on June 28, 2013. On November 4, 2013, Idaho Power filed its Application for approval of the capacity deficiency period to be utilized in the SAR avoided cost methodology. Idaho Power reports that its first deficit occurs in July 2021. On November 26, 2013, the Commission issued a Notice of Application and set a deadline for intervention. Order No. 32933. J.R. Simplot Company petitioned for, and was granted, intervention. Order No. 32937. Pursuant to the Commission’s directive, the parties have discussed a procedural schedule, service of discovery, and other issues pertinent to the processing of this case. THE PROPOSED SCHEDULE The parties agree that the issues in the case can be adequately presented and argued through the use of Modified Procedure. Based on agreement between the parties, we propose the following procedural schedule: Comment deadline February 28, 2014 Response comment deadline March 14, 2014 DECISION MEMORANDUM 2 COMMISSION DECISION Does the Commission wish to adopt the schedule proposed by the parties and issue a Notice of Modified Procedure and Notice of Schedule?
