RE:CAPITAL WATER TARIFF ADVICE -REVISION TO
SCHEDULE NO.1.
BACKGROUND
On September 25,2013,Capital Water Corporation (“Company”)filed its revision to
Tariff Schedule No.1.Unmetered Service.Specifically,the Company added language to clarify
that duplexes and triplexes served by a single service line are charged the base monthly flat rate
for each living unit.It also clarifies that only one monthly sprinkling rate applies regardless of
the number of units.It also brings to the forefront that property owners,not tenants,are
responsible for bills at duplexes and triplexes served by a single service line.The change reflects
the Company’s current policy’and should not affect revenue.
There are 24 duplexes and 1 triplex that have single service lines and are billed under
Schedule I.The other multi-tenant properties in the Company’s service territory are served with
separate service lines for each tenant and billed under the appropriate rate.Apartment buildings
are billed under the commercial metered rate.
Consumer Staff asked that the tariff be clarified after dealing with a particularly
problematic complaint.
STAFF RECOMMENDATION
Staff has reviewed the proposed changes to Schedule No.1.Staff recommends that the
Commission approve the Company’s proposed revision to Schedule No.I.The Company

requested an October 1 effective date.Since the filing does not change any rates,Staff suggests
approval of the October 1 effective date.
