SUBJECT:COMPLIANCE FILING -AVISTA GAS AND ELECTRIC TARIFFS
On August 29,2013,Avista filed compliance tariffs in accordance with Order
No.32769 in Case Nos.AVU-E-12-08 and AVU-G-12-07,Avista’s electric and gas general
rate case.In compliance with Order No.32769,the proposed effective date of the tariff sheets
is October 1,2013.
On September 25,2013,the Commission issued Order No.32898 in Case No.
AVU-G-13-Ol approving the rates in Avista’s Purchased Gas Cost Adjustment (PGA)filing.
Since the Company’s base gas tariffs reflect the PGA rates (Schedules 150 and 155),and the
effective date for the PGA rates approved in Order No.32898 is also October 1,2013,Staff
proposed that the Company file substitute tariff sheets to reflect all the rates effective
October 1,2013.Consequently,on September 26,2013,the Company filed conforming tariffs
in accordance with both Order Nos.32769 and 32898.
STAFF REVIEW
Staff reviewed all of the electric and gas tariffs to determine whether they comport with
Commission Order Nos.32769 and 32898.Staff found one error in the annual minimum charge
on Schedule 25P.The Company has corrected the error and filed a substitute Schedule 25P tariff
sheet to reflect the accurate minimum charge.With this change,Staff now believes all of the
tariffs comply with Commission Order Nos.32769 and 32898.Staff proposes the Commission
approve the tariffs.

STAFF RECOMMENDATION
Staff recommends that Avista’s compliance tariffs in accordance with Commission Order
Nos.32769 and 32898 be approved and allowed to go into effect on October 1,2013.
