HomeMy WebLinkAbout20090406_2521.pdfDECISION MEMORANDUM TO:COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSIONER KEMPTON COMMISSION SECRETARY LEG AL WORKING FILE FROM:T J GOLO DATE:MARCH 31, 2009 RE:ACIFICORP ADVICE NO. 09-02 RATE SCHEDULE 70 AND BACKGROUND On March 11 , 2009, PacifiCorp, dba Rocky Mountain Power ("Company ), proposed a number of modifications to Schedules 70 and 73 , the Renewable Energy Rider Program also known as Blue Sky Program ("Program ). Specifically, the Company proposed revisions to Tariff Sheet Nos. 70., 70., 73.1 and 73.4 as follows: Sheet No. 70.1; addition of Schedule 19 in the Application section. Sheet No. 70.3; revise wording in paragraph 2 under Special Conditions from will not" to "may Sheet No. 73.1; removal of Schedules, 1 , and 36 from the Application section; addition of Schedules 8 and 19 in the Application section; addition of the following language: "For Purchase commitments over two years in length or large purchases over 75 000 MWh per year, individually negotiated arrangements may be available, pursuant to the execution of a written contract" . Sheet No. 73.4; revise wording in paragraph 2 under Special Conditions from will not" to "may ; revise wording in Electric Service Regulations section from "Public Service Commission of the State of Utah" to "Idaho Public Utilities Commission The Company requests an effective date of April 12, 2009. DECISION MEMORANDUM - 1 -MARCH 31 , 2009 ST AFF ANALYSIS Staff has reviewed the proposed tariff revisions and believes that the revisions are generally housekeeping and clarifying changes to the Program. In paragraph 2 under Special Conditions in Sheet No 70.3 and Sheet No 73.4, it currently states that "The Company will not accept emollments for accounts that have a time-payment agreement in effect, or have received two or more disconnect notices, or have been disconnected within the last 12 months." The Company proposed to revise the wording from "will not" to "may" so the statement would read The Company may accept emollments....." Staff agrees with the Company that the proposed wording change in Sheet No. 70. 3 and Sheet 73.4 adds flexibility and gives the Company more discretion to emoll customers in the Program. The Company will be able to accommodate customers who are not regularly delinquent in paying their bill but from time to time pay their bill late or forget to pay their bill. Similarly, the proposed additional language in Sheet No. 73. will allow the Company to accommodate customer requests for large Renewable Energy purchases over 75 000 MWh or multiple year REC purchase commitments oftwo years or longer through a negotiated agreement. The Company has also proposed to add or remove certain schedules from the Application section of the Program. The Program is categorized in two schedules: 1) Schedule 70 is intended for all end use customers who elect to purchase small Blocks of Renewable Energy and 2) Schedule 73 is intended for non-residential end use customers who elect to purchase large Blocks of Renewable Energy which is at least 1 212 Blocks per year. In this filing, the Company proposed to add and remove schedules in the applicability section of Schedule 70 and 73 tariff in order to correct the applicability ofthe schedules. The Company proposed to add Schedule 19 Commercial and Industrial Space Heating Service, to Schedule 70 and 73 , add Schedule 8 General Service - Medium Voltage Service, to Schedule 73 because both Schedule 19 and 8 are end use non-residential schedules. In addition, the Company proposed to remove residential schedules 1 21 and 36 from Schedule 73. Schedules 1 , Residential Service, and 36, Optional Time of Day Residential Service, would remain in Schedule 70 of the Program. However Schedule 21 , Low Income Weatherization Service, was completely removed from the Program because this schedule is intended to reduce residential electricity requirement through installation of energy efficient materials rather than provide energy service. Staff agrees with these proposed changes and believes that the rate schedules to which this Program is applicable, as proposed, are appropriately categorized. DECISION MEMORANDUM - 2 -MARCH 31 , 2009 STAFF RECOMMENDATION Staff recommends Commission approval of Rocky Mountain Power proposed modifications to Schedules 70 and 73 in Tariff Advice No. 09-02 with an effective date of April 12, 2009.
