BACKGROUND AND DISCUSSION On October 29 2010, Potlatch filed Advice No. 10-06 requesting Commission approval to add language to its Jurisdictional Reports for Switched Access. On September 1 , 2010 Potlatch added tariff language to establish a 10% floor for terminating access minutes when there was a lack of originating number information needed to determine the jurisdiction of a call. With this filing the Company is proposing additional clarifying tariff language. The language states that in the event that the telephone company applies the Intrastate terminating access rates to calls without sufficient call detail as provided in the tariff, the customer will have the opportunity to request backup documentation regarding the Company s basis for such application, and further requests that the Company change the application of the Intrastate access rate upon a showing by the customer of why the Intrastate rate should not be applied. Staff contacted the Company regarding this filing and was told that this filing is a result of discussions with Potlatch customers (Interexchange Carriers) and that this would clarify the original language approved by this Commission on September 1 2010.
