ADV 10-03-E AND ADV 10-0l- On July 20, 2010, the Company filed a Tariff Advice with a proposed effective date of September 15, 2010. The Company requests the Commission approve the cancellation of outdated tariffs and approve the revised Index Pages to reflect the cancellations. THE TARIFF ADVICE In this Tariff Advice, the Company has requested six tariffs be cancelled, and the Index Pages be revised to reflect the cancellations. The proposed tariff cancellations include: 1) Schedule 65- Temporary Rate Adjustment; 2) Schedule 67- Energy Efficiency Service for New Residential Buildings; 3) Schedule 92- All Customer Electric Energy Buy Back Program; 4) Schedule 140- Incremental Pricing Surcharge Rate; 5) Schedule 142- Incentive Gas Credit; and 6) Schedule 163- Natural Gas Benchmark Mechanism. STAFF REVIEW Staff reviewed the Company s Tariff Advice to cancel the proposed tariffs, and found several unique reasons for the cancellations. In summary: 1) the Schedule 65 pass through credit for the sale of Centralia Power Plant was complete October 31 , 2006; 2) Schedules 67 & 92 have long expired; 3) Schedule 140 was associated with price ceilings that were removed in the mid 1980's; 4) Schedule 142 was relevant prior to the mid 1980's when Northwest Pipeline was both a transporter and supplier; and 5) Schedule 163 was relevant when A vista Energy was acting as the Company s gas supply group. The Washington Utilities Transportation Commission (WUTC) DECISION MEMORANDUM SEPTEMBER 10 2010 ordered the Company to discontinue Schedule 163 in 2005. Staff understands that the tariffs have become obsolete since they were filed, and sees no reason they should not be cancelled, and the Index Pages revised to reflect the cancelled tariffs. STAFF RECOMMENDATION Staff has reviewed the Company s proposal and recommends that the Tariff Advice to cancel the tariffs be approved, and the Index Pages revised to reflect the changes. Staff believes that these minor changes are permissible under Rule 134, IDAP A 31.01.01.134.
