By contract Hoku second block rates are based on Schedule 19T rates. The revision is required because Schedule 19T rates have changed since the Company s original filing of Schedule 32. Schedule 91 has been revised to include Schedule 32 on the list of schedules subject to the Energy Efficiency Rider. The Company s filing is attached. STAFF RECOMMENDATION I have reviewed the changes proposed by Idaho Power Company and recommend they be approved with an effective date of December 1 2009. Schedule 32 is the tariff that determines the rates and charges to be paid under the Special Contract between Idaho Power and Hoku Materials, Inc. ("HokuIdaho Power initially filed its Application for approval of the Hoku Special Contract on October 24, 2008, in Case No. IPC-08-21. A proposed Schedule 32 was included asa part of the Application in that case. . The Commission approved the Special Contract with Hoku on March 16 2009 , in Order No" 30748. That Order established an effective date of June 1,2009 , for the Hoku Special Contract. (Order No. 30748, p. 5. Subsequently, Idaho Power and Hoku filed a motion with the Commission to delay the start date of the Hoku agreement until December 1 , 2009. The Commission granted the Company s motion in Order No. 30869 issued on July 24 , 2009. The only difference between the Schedule 32 filed herE;!with and the Schedule 32that was included in the Company s original Application in this proceeding is in the section entitled "Second Block Monthly Charges." The Second Block Monthly Chargesin the Hoku contract are based on the charges under the Company s Schedule 19Transmission Service. Since the date of Order No. 30748 , the rates for Schedule 19 Transmission Service, have changed.
