IDAHO POWER’S APPLICATION FOR AN ACCOUNTING ORDER
REGARDING AMORTIZATION OF FERC FEES
On April 2, 2009, Idaho Power filed an Application requesting an approval of its
proposed accounting to amortize federal agency fees refunded to the Company in 2006. The
Commission directed a five-year amortization period, and the Company’s Application requested
that the amortization period commence as of October 2006. The Company received the credit in
September 2006.
On April 8, 2009, the Commission issued a Notice of Application and Notice of
Modified Procedure that established a 21-day comment period. The Commission Staff filed
written comments on April 23, 2009. Staff recommended the Commission approve the
Company’s Application, stating that an amortization period of October 2006 through September
2011 should be accepted. Staff provided the specific accounting entries required for the
unamortized amount at January 31, 2009. Staff also recommended the Commission issue an
Order as soon as possible to facilitate the required accounting adjustment to the Company’s first
quarter financial information. Staff stated that the corrected information should be incorporated
in the Company’s Q1 earnings release, making an expedited Order appropriate.
Although the comment period established by the Commission’s Notice does not end
until April 29, Staff does not anticipate any further comments in this case and recommends that
the Commission issue an Order as soon possible.

COMMISSION DECISION
Should the Commission issue an Order as soon as possible approving Idaho Power’s
Application for an accounting order establishing an amortization period for the federal agency
fees credit from October 2006 through September 2011, with the accounting entries
recommended by Staff?
