On April 13 , 2007, Diamond Bar Estates Water Company (Diamond Bar; Company) filed
an Application to increase its rates for water service by approximately 87.44%, increase its fees
for installation of a meter to $310 and implement a new customer connection charge of either
500 or $5 500 where a service line to the property does not exist.
On October 22 2207 , in Order No. 30455 , the Commission approved an annual revenue
requirement for Diamond Bar of $28 602, and an increase in the base charge and the commodity
charge. In the Order the Commission approved a new service connection fee and a new hookup
fee where there is no service line tap. The Commission also approved an additional charge, to be
determined on a case-by-case basis, when a service line tap must cross a road. The Order also
stated that the Company is authorized to include a $20 NSF charge in its tariff. Finally, the
Commission ordered the Company to revise its customer billing statement to be consistent with
Rule 201.
Diamond Bar has submitted tariffs in response to the Commission Order, which are

RECOMMENDATION
Staff finds that the tariffs submitted are in compliance with Commission Order No.
30455 and recommends that they be approved as submitte .

NEW CUSTOMER CONNECTION CHARGES
For a first time connection to the Diamond Bar Estates Water Company
system when an existing Service line and meter base
are already in place on the property the cost is $310.
If there is no service line tap to the Company s water mains or
meter box in place on the property the cost is $2500.
When the installation of a new service line requires the Company
bore a line under a roadl all additional costs will be charged to
the customer on a time and materials basis. The new customer may
at their option, hire a Diamond Bar Water Company approved
independent contractor to perform the road bore and connection. The
Company will require such contractor to show proof of bonding,
licensing and insurance and have at least five (5) years of
experience at hot tapping water lines. Diamond Bar Estates Water
Company s Water Master will inspect and approve all the work being
performed to insure compliance with the Company s installationrequirements.
