SUBJECT:UPDATING THE COMMISSION'S UNIFORM SYSTEMS OF
ACCOUNTS (USOA) RULES, DOCKET NO. 31-1201-0701
On October 3, 2007, the Commission caused to be published in the Administrative
Bulletin a Notice of Proposed Rulemaking. More specifically, the Commission proposed to
update its USOA Rules relating to telephone, natural gas and electric utilities. The
Commission s USOA Rules currently adopt through incorporation the accounting regulations
promulgated by the Federal Communications Commission (FCC) and the Federal Energy
Regulatory Commission (FERC). The Commission proposed to update its USOA Rules by
adoption of the 2007 Editions of the CFR. The Commission also proposed to make several
housekeeping corrections regarding mailing addresses, telephone numbers, e-mail addresses, and
citations to other authorities. Comments were due October 24, 2007.
No person filed comments regarding the Commission s proposal to update its USOA
Rules. The Commission did receive a letter from Legislative Services indicating that the Senate
and House Subcommittees for Review of Administrative Rules reported that no objections will
be filed to the proposed rules.
COMMISSION DECISION
Given the lack of any adverse comments, does the Commission wish to adopt the
proposed USOA Rules as its pending rule? Does the Commission desire to publish its Notice of
Pending Rule in the upcoming edition of the Administrative Bulletin and submit the pending rule
for legislative review in 2008?
