SEEKING COMMISSION AUTHORITY TO WAIVE ITS NON-
RECURRING SERVICE CHARGE FOR RETURNING CUSTOMERS AND
ADDITIONAL TARIFF LANGUAGE CHANGES. ADVICE NO. ID-07-01.
BACKGROUND
On September 6 2007, Fremont Telecom Co. d.a. FairPoint Communications
Fremont"), filed Tariff Advice No. ID-07-01 requesting Commission authority to revise its
title page, update its Company contact information and introduce a service to win back
customers who previously left the Company for another provider. Due to some disparity with
the Company s legal name and certification with the Secretary of State, Staff contacted the
Company s consultant on September 7, 2007, asking for clarification and documentation
regarding this matter. The Company s consultant and Attorney were very responsive and
subsequently filed an amended Tariff Advice on September 27 with a final version on
October 2 2007. The initial filing requested an effective date of October 5 , 2007.
DISCUSSION
The Company is asking the Commission to allow it to offer a waiver of its non-
recurring charge to a customer who is returning to Fremont's local service after leaving for a
competitor. The language changes reflect contact information and clarification of the
Company s legal name. There does not appear to be any significant revenue impact with this
filing.

STAFF ANALYSIS AND COMMISSION DECISION
Staff has reviewed this filing and finds that because there is no significant revenue
impact and the language changes are a matter of housekeeping measures, an effective date
upon Commission approval of this filing is appropriate. Does the Commission agree?
