QWEST'S REVISION TO ITS PERFORMANCE ASSURANCE PLAN;
ST AFF'S MOTION TO EXTEND TIME FOR FILING COMMENTS
On June 26, 2007, Qwest filed a Notice of Stipulation and Motion requesting
approval of changes to performance indicator definitions (PIDs) and Performance Assurance
Plan (QPAP) provisions that are part of Qwest's Statement of Generally Available Terms and
Conditions (SGA T). The SGA T provides terms that competitive local exchange carriers
(CLECs) can choose to interconnect with Qwest local service facilities. On July 27, 2007 , the
Commission issued a Notice of Application and Notice of Modified Procedure establishing
August 17, 2007 as the deadline for filing written comments. On August 15 , 2007, Staff filed a
Motion to Extend Time for Filing Comments.
Staff requested an extension of time to the filing period to allow sufficient time to
obtain additional information from Qwest and to review the potential effect on CLECs that are
not a party to the Stipulation filed by Qwest. Qwest's Stipulation was filed in each of the
states in which it operates as a local provider and the filing is being reviewed by the Regional
Oversight Committee (ROC) staff. The chairman of the ROC asked Qwest for an extension of
time, until September 28 , 2007, to allow states time to review the proposed changes. In a letter
to this Commission Staff dated August 14, 2007, Qwest stated it does not oppose an extension of
time for comments through September 28 , 2007.
No other parties have responded to the Motion to Extend Time for Filing Comments
filed by the Commission Staff. Accordingly, Staff recommends that the Commission issue an
Order extending the time for written comments in this case to September 28 2007.
