DEVELOPMENT, LLC PETITION FOR EXEMPTION FROM MASTER
METERING RULES 102 AND 103.
On May 22 2007 , Idaho Power Company and C-Squared Development, LLC filed a Joint
Petition for an exemption from Rules 102 and 103 of the Commission s Master Metering Rules
for Electric Utilities for the mixed use development to be built at Sixth and Front in Boise. The
Joint Petition states that the exemption is justified because the proposed design of the building is
projected to use 75% less energy than current standards, and master metering is unlikely to foster
an increase in individual energy consumption. In addition, the central heating and cooling
system that is to be used in the building improves the overall development's energy efficiency
and is engineered to reduce the ability of individual users to materially affect energy usage.
The Petitioners requested, and Staff recommends, that its Application be processed by
Modified Procedure.
COMMISSION DECISION
Should the Joint Application of Idaho Power Company and C-Squared Development for
an exemption from the Commission s Master Metering Rules be processed by Modified
Procedure?
