RE:CENTURYTEL OF IDAHO TARIFF ADVICE NO. 08-03 AND CENTURYTEL
OF THE GEM STATE TARIFF ADVICE NO. 08-04 TO INTRODUCE
TELECOMMUNICATIONS SERVICES PRIORITY (TSP).
On October 2 2008, CenturyTel ofldaho filed Tariff Advice No. 08-03 and CenturyTel of the
Gem State filed Tariff Advice No. 08-04. In these filings, the Companies seek Commission approval
to add Telecommunications Service Priority (TSP) as a new service offering to the Local Exchange
Tariffs. TSP is a service that provides for priority provisioning and/or restoration of National
Security Emergency Preparedness (NSEP) telecommunications services. The TSP system applies to
NSEP-related services that include local exchange service, Foreign Exchange service, and Private
Line service and channels. TSP provides a guide to the sequence in which services are to be
provisioned and/or restored.
ST AFF ANALYSIS
In the filings, the Companies explain that the TSP System service is obtained through the
Executive Office of the President through the TSP Program Office. The TSP Program Office makes
the priority level assignments and issues the TSP authorization code, which is then passed on to the
serving telephone company to obtain TSP System service. Staff has reviewed both filings along with
the company-provided TSP cost support information and recommends Commission approval.
