BACKGROUND On January 4 2007, Rocky Mountain Power submitted Tariff Advice No. 07-02 for the purpose of requesting an increase to its charge for a Field Service Collection visit. This charge is collected when a Company representative visits the premises of a customer for the purpose of disconnecting the customer due to nonpayment of account, and the customer pays the Company representative to avoid said disconnection. The charge is also collected when a Company representative visits the premises to perform a customer requested disconnection of service and the customer then requests that the meter not be disconnected. A Company cost analysis revealed that the actual cost to perform a Field Service Collection visit is $19.91. The Company states that the change from $15.00 to $20.00 will better reflect the actual cost and reduce the subsidization of this service by customers who do not use the service. STAFF COMMENTS In reviewing the justification for the increase, Staff concurs with the Company that customers who cause the Company to incur additional expense should, to the extent possible, pay those costs directly. Staff estimates that $13 000 in additional annual revenue will result from this increase. The charge is not out of line with the fee that other regulated Idaho electric utilities charge for the same service. Therefore, Staff recommends that the Tariff change be approved.
