RE:CANCELLATION OF EXCEL TELECOMMUNICATIONS
CERTIFICATE NO. 408.
On June 7 2006, Comtel Telcom Assets LP (Comtel) completed the purchase of
substantially all of the assets, including customers, ofVarTec Telecom, Inc. (VarTec), Excel
Telecommunications, Inc. (Excel), and VarTec Solutions, Inc. Excel and VarTec both held
Certificates of Public Convenience and Necessity (Certificate Nos. 408 and 399 respectively).
As part of the application and approval process associated with Comtel' s asset purchase, the
Commission on May 11 2006 approved Comtel's assumption of Certificate No. 399.
On September 6, 2006 , Comtel submitted a follow up letter to the Commission clarifying
the Company s desire to also cancel Excel's Certificate of Public Convenience and Necessity
No. 408.
