FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE RESOLD LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES. CASE NO. VYC-05- On AprilS , 2005, Vycera Communications, Inc. filed an Application for a Certificate of Public Convenience and Necessity (CPCN) to provide resold local exchange telecommunications services throughout Qwest's service territory in the State of Idaho. The Company amended its Application with a revised price list filed with the Commission on June 3 2005. Vycera is a California corporation with its principal offices located in San Diego California. Vycera is authorized by the Idaho Secretary of State to transact business within the State of Idaho and has a registered agent for service in Idaho. Vycera is the parent corporation of Televas Comunicaciones S.A. de C., a wholly owned subsidiary of Vycera. Televas is a telemarketing company located in Mexico. Vycera currently provides residential telecommunications services in California and Texas and solicits customers exclusively through telemarketing. In addition to California and Texas, Vycera has certificates to provide competitive local exchange service in Nevada, New Mexico, Oregon, Washington, and Colorado and has additional certificates pending in Utah and Arizona. Vycera owns and operates two long distance switches - one in Los Angeles California and the other in Dallas, Texas - which it uses to provide some interexchange interstate services. DECISION MEMORANDUM ST AFF RECOMMENDATION Staff recommends that the Application be processed by Modified Procedure.
