PERFORMANCE-BASED PILOT DSM INCENTIVE PROGRAM
MOTION TO WITHDRAW APPLICATION
On February 18, 2005 , Idaho Power Company (Idaho Power; Company) filed an Application
with the Idaho Public Utilities Commission (Commission) requesting authority to institute a pilot program
intended to remove disincentives that hinder the Company s pursuit of cost-effective demand-side
management (DSM) resources. In its Application, the Company described two DSM programs proposed
for inclusion in the pilot program. These two DSM programs were the Energy StarCID Homes Northwest
Program and the Rebate Advantage for New Manufactured Homes Program.
On April 1 , 2005, Idaho Power filed a Motion to Withdraw its Application. The Company
notes that parties to the collaborative process to develop the pilot program now believe that there are other
DSM programs that would be better candidates for testing the mechanism to remove disincentives. The
Company has concluded that procedurally it would be preferable to withdraw its Application in its
entirety and make a new application. The Company wishes to emphasize, however, that it will continue
to pursue both of the above mentioned DSM programs, even though the Company is requesting that its
Application be withdrawn.
COMMISSION DECISION:
Idaho Power has requested that its Application in Case No. IPC-05-5 be withdrawn.
Reference IDAPA 31.01.01.068. No procedural notices in Case No. IPC-05-5 have been issued. Staff
recommends that the Company s Motion be granted. Does the Commission agree that the Company
Motion to Withdraw pleading should be granted and the case docket closed?
