ADVICE NO. 05- On February 24, 2005 , Verizon filed a tariff advice to clarify the tariff language regarding the charges for the pay-per-use functionality of the "*69" feature. The *69 feature provides the telephone number and other caller ill information about the last incoming call. The language clarifies that this information is only provided if it is available from the switch and if it has not been blocked by the calling party. The language clarifies that the name of the calling party is not always available, and that under some circumstances, the number identified by the service may not be used to return a call to the calling party. (This is sometimes the case if the calling party is behind a PBX or other advanced type of phone system.) The proposed language also clarifies that pay-per-use customers will incur a charge if a number is provided to the user, whether or not a name is provided, and even if the number may not be used to return a call to the calling party. The Company claimed this is a clarification of current policy and practices, and there is no fiscal impact to the change. STAFF ANALYSIS This Advice merely clarifies a limitation of the current technology and the Company existing policies. While it may seem questionable to impose a charge if the number provided by the system does not allow the user to return a call to the calling party; the system merely returns the number provided by the calling party s equipment. The current technology does not have the DECISION MEMORANDUM - 1 -MARCH 2, 2005 ability to determine whether that number can be used to return the call. If a number is provided a charge is imposed. STAFF RECOMMENDATION Staff recommends that the Commission approve this Advice.
