HomeMy WebLinkAbout20050302_1100.pdfDECISION MEMORANDUM TO:CO MMISSI 0 NER KJELLAND ER CO MMISSI 0 NER SMITH CO MMISSI 0 NER HANSEN COMMISSION SECRETARY COMMISSION STAFF LEGAL WORKING FILE FROM:WAYNE HART DATE:FEBRUARY 23, 2005 RE:QWEST TARIFF ADVICE IMPLEMENTING NEW P A YPHONE SURCHARGE; ADVICE NO. 05-02- On February 2005 Qwest filed a tariff advice for North Idaho increasing the charge assessed to a customer that uses "dial around" techniques to access Qwest long distance services from a payphone to $0.55 per call. This increase is consistent with the FCC's Report and Order on WC Docket No. 03-225 and FCC CC Docket No.91-35. This Order increased the amount that long distance carriers were required to compensate payphone providers for the use of their payphone equipment in completing a call. This surcharge applies to all non-coin calls placed from a payphone that are carried by Qwest. This includes collect, third party billed or calling card calls. STAFF ANALYSIS This increase is essentially a pass through of an increase in a fee that Qwest must pay to payphone providers when a customer uses a payphone to reach Qwest's operator services. The surcharge recovers the actual compensation paid to the payphone provider of $0.494 per call, plus a reasonable amount to cover the administrative costs of billing, collecting and dispersing the payphone compensation. Qwest's surcharge is at the lower end of payphone surcharges filed by carriers with the Commission. Most carriers have imposed surcharges between $0.60 and $0.70 per call.
