RE:APPLICATION OF IDAHO POWER COMPANY TO INSTITUTE IRRIGATION
PEAK CLIPPING PROGRAM, CASE NO. IPC-04-
On November 1 , 2004, Idaho Power Company filed an Application to implement an
Irrigation Peak Clipping Program. Last February the Commission approved a pilot program
allowing agricultural irrigation customers in specific areas to turn off electric power to irrigation
equipment between the hours of 4 p.m. and 8 p., two or three days per week during the summer
months. The pilot program expired on October 1 , 2004. Based on the success of the pilot program
Idaho Power requests authorization to implement the Irrigation Peak Clipping Program throughout its
service territory. The Program would be an optional, voluntary service that would permit the
Company s irrigation customers to allow the Company to turn off the power to all specified
equipment behind a customer s metered service on a regular basis. In exchange, participating
customers would receive a monthly monetary incentive paid on the basis of the kilowatt reduction as
measured by the customer s monthly billing demand.
Idaho Power requests that its Application be processed by Modified Procedure. Staff
recommends the Application of Idaho Power to implement an Irrigation Peak Clipping Program be
processed by Modified Procedure. Due to the voluntary nature of the Program, and the irrigation
customers' current knowledge of it , Staff recommends a 14-day rather than 21-day comment period.

Should the Application of Idaho Power Company for authorization to implement an
Irrigation Peak Clipping Program be processed by Modified Procedure with a 14-day comment
period?
