TARIFF ADVICE NO. 04-06 FRANCHISE FEES FOR CITY OF ARCO,
CITY OF FIRTH, CITY OF MUD LAKE AND CITY OF SUGAR CITY
On September 10 2004, PacifiCorp filed Tariff Advice No. 04-06 with the Commission
to correctly reflect franchise fees in the Company s tariffs currently charged to customers in the
City of Arco (3%), Firth (1 %), Mud Lake (20/0) and Sugar City (3%). The requested franchise
fee tariffs have been charged since required by the individual city some as long ago as 1996.
PacifiCorp s bills appear to have properly reflected the requested franchise fees since inception.
Furthermore, Staffs investigation of the Company s franchise fee accounting indicates that the
franchise fees were collected and distributed properly. However, the Company had not
requested approval for charging the fees from the Commission nor do the approved tariffs
properly reflect the requested franchise fees.
Staff believes that not filing for the appropriate tariff treatment was an oversight that the
Company is correcting with this filing. Staff has reviewed each City s franchise fee ordinance.
The Company s filing reflects the franchise fee percentage ordered by each City. Staff can find
no evidence that the Company has benefited nor will benefit from the requested increase in
franchise fees.

Staff recommends that Schedule 300, Sheet 300.2 (attached), be "accepted for filing
with an effective date of October 4, 2004 as proposed by the Company. Does the Commission
