FEDERAL SUBSCRIBER LINE CHARGE.
On July 26 2004, the Commission received Advice No. 04-03-S from Qwest Corporation.
In this filing, Qwest seeks to reduce the federal Subscriber Line Charge (SLC) and corresponding
Telephone Assistance Credit from $6.50 to $6.33 per month in its Basic Local Exchange Tariff
for Southern Idaho. The Company has asked for effective date of August 6, 2004.

Staff has reviewed the new filing and, although the SLC is a federal charge, allows its
placement in Qwest's Idaho local exchange tariff for informational purposes. Therefore, Staff
