BACKGROUND On July 2 , 2004, Qwest filed Tariff Advice No. 04-03-N requesting Commission authority to restructure and/or add Expedited Order Charges to certain services in its Northern Idaho service territory. ISCUSSI Qwest filed various sections of its Northern Idaho tariff seeking approval to add or change the terms and conditions of its Expedited Order Charges to certain services. Specifically, the restructuring of the Expedited Order Charge, including the addition of such charge, will apply to the Company s Digital Switched Service (DSS), Uniform Access Solution Service Integrated Services Digital Network (ISDN) and Advanced Communications Services. The Company seeks approval to assess this charge when the customer requests a service date that is prior to the standard interval service date or when a customer requests an earlier service date on a pending standard or negotiated interval order. The charge will be a nonrecurring charge on a per-order-basis for each day the service date is advanced. The nonrecurring charge being requested is $200 per day. DECISION MEMORANDUM - 1 -JULY 20, 2004 Staff requested supporting cost studies and back up on July 7 2004. The Company promptly provided this information and also explained that last year there was only one request that would have been subject to these new terms and rates. STAFF RECOMMENDATION Because there is such an infrequent request to change orders that have been negotiated and agreed upon, Staff believes that this filing is reasonable. It appears that the Company is recovering its costs, therefore Staff recommends approval.
