BACKGRO UND On May 24, 2004, Verizon filed Tariff Advice Number 04-04 requesting Commission approval to add Frame Relay to A TM Service Interworking (FRASI) to Permanent Virtual Circuit Committed Information Rate (PVC CIR) as an additional option to the PVC CIR rate element in its existing Frame Relay local tariff. DISCUSSION Frame Relay Service (FRS) is a data communications service that provides data connectivity between and among widely distributed locations. It is a form of "fast packet" switching service for high-speed networks, which require flexible bandwidth, high performance transport and switching for connectivity between and among widely distributed customer locations. FRASI provides for the conversion of Frame Relay packets to A TM cells and the conversion of A TM cells to Frame Relay packets. This feature provides customers an efficient alternative for aggregating their multi-service data traffic. DECISION MEMORANDUM - 1 -JUNE 2, 2004 STAFF RECOMMENDATION Staff has reviewed the Company s filing and supporting cost studies and has determined that the Company will be recovering its costs. Therefore, Staff recommends approval to become effective June 22, 2004.
