RE:QWEST'S TARIFF ADVICE NO. 04-01-N REQUESTING COMMISSION
APPROVAL TO INTRODUCE ITS NEW DISCOUNT PLAN CALLED
BUSINESS LINE VOLUME PURCHASE PLAN (BL VPP).
BACKGROUND
On March 2 2004, Qwest filed its Advice No. 04-01-N to revise the Exchange and
Network Services Tariff for Northern Idaho. The filing introduces the Business Line Volume
Purchasing Plan (BL VPP) and is available to business customers subscribing to 50 - 3 000 lines
in conjunction with basic business access lines. Presently there are no customers using this
number oflines in Northern Idaho. In addition, at the customer s request hunting will be
included in the plan at no additional charge.

This new product is designed to allow current Qwest business customers who request that
part or all of their service be disconnected in order to change to another telecommunications
provider or who have received a valid competitive offer from another provider, receive a
discount. The discounts are available on IFB lines, Qwest Business Line Plus and Centrex
Service. The customer may subscribe to any combination of these products, in addition to a
utility line to qualify for the discount.

Staff contacted the Company on March 4, 2004 and requested cost studies in support of
this filing. These studies were provided on March 22, 2004 and showed that currently the
Company does not have any customers that fall into the category of 50-000 lines.
STAFF RECOMMENDATION
After reviewing the cost analysis and the filing, Staff believes the Company will be
recovering its costs associated with this new discounted product and recommends approval.
COMMISSION DECISION
Does the Commission wish to approve Qwest's Tariff Advice filing to become effective
April 5, 2004?
