CONTROL CREDITS FOR 2004
BACKGROUND
On January 8, 2004, PacifiCorp (dba Utah Power & Light Company) submitted an
electronic filing of the First Revised Sheet No. 72., Schedule 72, Attachment A 2004 Irrigation
Load Control Credit Rider. The proposed tariff changes are associated with TariffIPUC No. 28
of Utah Power & Light Company applicable to electric service in the State ofIdaho. A copy of
the proposed tariff changes are attached. The Company requested an effective date of February
, 2004.
This submission is to establish the Load Control Service Credit amounts for the 2004
irrigation season. The Company stated that the proposed 2004 credit amounts have been
calculated using the same methodology used to determine the 2003 Load Control Service Credit
amounts. The Company understands that some customers have concerns regarding the method
of calculating the credit amount. PacifiCorp commits to continue discussions with customers
regarding the method of calculating the credit on an ongoing basis.
Pursuant to the Company s December 5, 2003 , Advice No. 03-, which was
approved by the Commission in its January 5 2004 decision meeting, the Company intends to
provide eligible customers with a Load Control Service Agreement by January 15, 2004 together
with notification of the Load Control Service Credit amounts for 2004.

COMMISSION DECISION
Staff has reviewed PacifiCorp Advice No. 04-, in particular, Attachment A, the
2004 Load Control Service Credit, which is a part ofthe Irrigation Schedule 72. Staff has found
the Load Control Service Credit to be calculated consistent with the methodology approved in
Case No. P AC-03-, Order No. 29209, and recommends that the revised tariff, which is
attached, be accepted for filing.
