HomeMy WebLinkAbout20031208_705.pdfDECISION MEMORANDUM TO:CO MMISSI 0 NER KJELLAND ER COMMISSIONER SMITH COMMISSIONER HANSEN COMMISSION SECRETARY COMMISSION STAFF LEGAL WORKING FILE FROM:BIRDELLE BROWN DATE:DECEMBER 5, 2003 RE:QWEST TARIFF ADVICES 03-08-S AND 03-15-N TO CLARIFY ITSAP APPLICATIONS TO EMPLOYEE CONCESSIONS, EFFECTIVE DECEMBER 7, 2003 Qwest filed Tariff Advices 03-08-S and 03-15-N to clarify language in the tariff pertaining to the application of ITSAP benefits along with employee concessions. Qwest purports to make this application explicit by including language in the tariff that says "These individuals will receive 100% TAP benefits less the amount ofthe concessionable discount" According to Qwest, this provision applies only to the application of the federal credit for the subscriber line charge and will not affect any applicable credits to the monthly rates. The credit is reduced to correspond with the reduced Subscriber Line Charge rates for concessions so the customer ( employee) does not receive more credit than the cost of the service. Furthermore Qwest explains that there are fewer than 10 people in the total Qwest Idaho territory who are in income brackets that qualify them to receive concessions AND telephone assistance benefits. These customers have always received the reduced subscriber line charges and reduced federal benefits applicable to subscriber line charges. They will see no change to the way the program is applied. STAFF DISCUSSION This application only applies to federal credits. It does not represent a change from Qwest's practice of applying ITSAP rates , terms and conditions to its customers and will have no effect on Qwest's revenue.
