HAMMOND DATE:NOVEMBER 17, 2003 RE:IN THE MATTER OF THE APPLICATION OF GLOBCOM INCORPORATED FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES. GNR- 03-20. On May 212003, Globcom Incorporated filed an Application for a Certificate of Public Convenience and Necessity (CPCN) to provide resold and facilities-based/UNE-P local exchange service within the State of Idaho. In addition, the Company contends that it will provide interexchange service. The Company states that it has no local exchange customers at this time in the State of Idaho. Globcom states that its headquarters is in Northbrook, Illinois and that it is incorporated under the laws of that state. The Company obtained a Certificate of Authority to transact business as a foreign corporation from Idaho s Secretary of State on April 28 , 2003. Although the Company does not maintain an office in Idaho, it does have a registered agent in this state. Globcom does not hold ownership or management interest in any other company and is privately held by two individuals who hold 100% ofthe Company stock. Globcom has submitted its unaudited financials for the period ending November 30 2002. Staff has reviewed these documents and believes the Company is solvent. Globcom s price list for providing in-state long distance, toll-free inbound calling, directory assistance and calling card service was approved in May 2003. With this Application Globcom proposes to provide flat-rated and measured local exchange service to residential and business customers, private lines, data services, and Centrex services. The Company does not DECISION MEMORANDUM propose to collect advance payments or deposits so no escrow account has been established. The Company has not yet obtained an interconnection agreement in Idaho. Globcom has been granted authority to provide local exchange service in other states such as Kentucky and Maine. The Company states that granting its Application for a Certificate is in the public interest because Globcom s entry into the local telecommunications services market will enhance competition in Idaho. On October 22, 2003 , the Commission issued a Notice of Application and Notice of Modified Procedure, Order No. 29361. The Commission Staff was the only party to file written comments in response to this Order. STAFF RECOMMENDATION Staff has reviewed the Application submitted by Globcom Incorporated and believes the Company understands and agrees to comply with the Commission s Rules and requirements. Based on this review of Globcom Incorporated's Application, Staff finds that the Company s filing has satisfied all the requirements of the Commission s Rules and Procedural Order No. 26665. Therefore, Staff recommended approval ofthe Application for Certificate of Public Convenience and Necessity. COMMISSION DECISION Does the Commission wish to grant Globcom s Application for a CPCN?
