HomeMy WebLinkAbout20030904_604.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER SMITH COMMISSIONER HANSEN COMMISSION SECRETARY COMMISSION STAFF LEGAL WORKING FILE FROM:BIRDELLE BROWN DATE:AUGUST 27, 2003 RE:QWEST ADVICE 03-04-S AND ADVICE 03-07-N TO ADD NEW FCC PROVISIONS TO THE ASSISTANCE PROGRAM FOR INDIVIDUALS LIVING ON TRIBAL LANDS, EFFECTIVE SEPTEMBER 29, 2003 Qwest has filed these Tariff Advices to revise its Tribal Lifeline Assistance program to reflect recent federal changes made by FCC Order 03-115. The modifications do not have any effect on the Idaho Telephone Service Assistance Program. The federal order clarifies that "a low-income individual living on tribal lands in a state that mandates state Lifeline support shall be eligible for Tiers One, Tow, Three and Four of federal (Tribal) Lifeline support if the customer meets the eligibility criteria established by the state for such support." Additionally, Qwest expanded the list of programs that would enable an individual to qualify for Tribal Lifeline to include Aid to Families with Dependent Children, Aid to the Aged, Blind and Disabled, Medical Assistance and Food Stamps.
