RE:QWEST'S FILING OF ADVICE NO. 02-27-N REMOVING THE EQUAL
ACCESS RECOVERY CHARGE IN NORTHERN IDAHO.
On November 22 2002, the Commission received Advice No. 02-27-N :trom Qwest in
which it proposes to remove the Equal Access and Network Reconfiguration and Recovery
Charge (EANRC) :trom its Northern Idaho Access Service Tariff. The EANRC was established
in 1999 to recover the costs of implementing 1 + intraLA T A toll dialing parity. The Commission
approved this recovery based on intraLATA toll minute-of-use and established a three-year
recovery period. See Case No. GNR-94-, Order No. 28072.
Qwest recovered the allowed amount and terminated billing for EANRC in June 2002.
Staff recommends approval of Advice No. 02-27-, which simply removes the EANRC text
:trom its tariff.
