SUBJECT:SAGE TELECOM, INc.'s, APPLICATION FOR A CERTIFICATE OF
PUBLIC CONVENIENCE AND NECESSITY, CASE NO. SGE-07-
On August 15 , 2007, Sage Telecom, Inc., filed an Application for a Certificate of
Public Convenience and Necessity (CPCN) to provide facilities-based and resold local exchange
telecommunication services to and from all points in the State of Idaho. The Company submits
that its expertise in the telecommunications industry will permit it to select the most economic
and efficient services, thereby providing customers with an excellent combination of price
quality, and customer service.
The Application states that the Company will offer basic local exchange services
custom calling features, and interexchange toll services - including toll free services - to
business and residential customers. Services will be provided through interconnection
agreements with incumbents, the Company s own facilities , or a combination of the two
sources.
The Company intends to begin providing service shortly after it obtains authorization
from the Commission and expects to negotiate with Qwest Corporation for the appropriate
interconnection and service agreements. The Company will compete directly with Qwest for
local exchange telecommunication services. Although it does not plan to immediately provide
service in areas with small or rural local exchange carriers, the Company seeks statewide
authority so that it may expand when market conditions warrant and as additional service areas
become open to competition.

DECISION MEMORANDUM
The Company is a corporation organized under the laws of the State of Texas, its
principal place of business. The Company has been authorized by Idaho s Secretary of State to
transact business within the State and utilizes National Registered Agents, Inc., for service of
process in Idaho. The Company is a competitive provider of local and long distance phone
services and Internet access services throughout the former territory of SBC (Southwestern Bell
Communications Services, Inc.). The Company is currently authorized to provide services in
states.
ST AFF RECOMMENDATION
Staff recommends that the Application be processed by Modified Procedure.
