RE:QWEST TARIFF ADVICE CHANGING LINE EXTENSION
POLICIES. TARIFF ADVICE 02-15-
On July 2, 2002, Qwest filed two tariff advices revising the policies for imposing
construction or line extension charges on customers requesting service in previously unserved
areas. The advice for southern Idaho (02-03-S) was subsequently withdrawn.
The advice for Qwest's northern Idaho service area (02-15-N) is an extensive revision
that implements the Commission s decision in Case No. QWE-01-25 (S1. Onge Complaint), in
which the Company was told to revise the northern Idaho line extension language to make it
consistent with the policies identified in the language in its southern Idaho tariff. The Company
requested a July 31 effective date.
STAFF ANALYSIS
Staff reviewed the language proposed by the Company and finds the changes to the
northern Idaho tariff will make that language essentially mirror the language in the same section
of the southern Idaho tariff. Therefore, Staff finds this proposal is compliant with the
Commission s direction in Case No. QWE-01-25.

Staff recommends the Commission approve Qwest Tariff Advice 02-15-
COMMISSION DECISION:
Should Qwest Tariff Advice Nos. 02-15-N be approved.
