IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

September 14, 2023 – 1:30 P.M.

In attendance was Commissioner Eric Anderson and Commissioner John R. Hammond, Jr. Commissioner
Edward Lodge participated via telephone. Commissioner Anderson called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
September 5, 2023. The Commission voted unanimously to approve the minutes as written.

The next order of business was CONSENT AGENDA:

2. Action Item: Donn English’s September 14, 2023, Decision Memorandum re: In the Matter of
the Application of Avista Corporation for the Authority to Increase Its Rates and Charges for
Electric and Natural Gas Service to Electric and Natural Gas Customers in the State of Idaho; Case
Nos. AVU-E-23-01 and AVU-G-23-01.

3. Action Item: Chris Burdin’s September 14, 2023, Decision Memorandum re: In the Matter of
the Application of Avista Utilities for an Order Approving a Change in Rates for Purchased Gas
Costs and Amortization of Gas-Related Deferral Balances.; Case No. AVU-G-23-06.

4. Action Item: Johan E. Kalala-Kasanda’s September 14, 2023, Decision Memorandum re: In the
Matter of Cable One, Inc.’s Application for Approval of the Idaho Broadband Equipment Tax
Credit for the Year 2022; Case No. GNR-T-23-04.

5. Action Item: Johan E. Kalala-Kasanda’s September 14, 2023, Decision Memorandum re: In the
Matter of Inland Cellular’s Application for Approval of the Idaho Broadband Equipment Tax
Credit for the Year 2022; Case No. INC-T-23-01.

8. Action Item: Curtis Thaden’s September 14, 2023, Decision Memorandum re: Revision to
Idaho Power Electric Service Schedule 95 Franchise Agreement with the City of American Falls;
Tariff Advice No. IPC-TAE-23-01.

9. Action Item: Mike Louis’ September 14, 2023, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application to Expand Optional Customer Clean Energy Offerings
through the Clean Energy Your Way Program; Case No. IPC-E-21-40.

Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4, 5, 6, 7, 8
and 9 under the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:

10. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for
Approval of a Special Contract Under Tariff Schedule 34 to Provide Electric Service to Lamb
Weston, Inc.; Case No. IPC-E-23-18 [Michael Duval, Attorney].

11. Deliberation Memorandum re: In the Matter of GO MD USA LLC’s Petition for Designation
as an Eligible Telecommunications Carrier in the State of Idaho for the Limited Purpose of
Offering Lifeline Service to Qualifying Customers; Case No. GMD-T-23-01 [Michael Duval,
Attorney].

12. Deliberation Memorandum re: In the Matter of Dish Wireless LLC’s Application for

Commissioner Anderson stated that Items 10, 11, 12 and 13 under Fully Submitted Matters would be
deliberated privately.

Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
