HomeMy WebLinkAbout20230606MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING June 6, 2023 – 1:30 P.M. In attendance was Commissioner Eric Anderson and Commissioner Edward Lodge. Commissioner John R. Hammond, Jr. participated via telephone. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on May 23, 2023. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Michael Duval’s June 6, 2023, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement with American Falls Reservoir District No. 2; Case No. ICP-E-23-19. 3. Action Item: Michael Duval’s June 6, 2023, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Approval of a Special Contract Under Tariff Schedule 34 to Provide Electric Service to Lamb Weston, Inc.; Case No. IPC-E-23-18. 4. Action Item: Michael Duval’s June 6, 2023, Decision Memorandum re: In the Matter of the Application of Dish Wireless LLC for Designation as an Eligible Telecommunications Carrier in the State of Idaho for the Limited Purpose of Offering Lifeline Service to Qualified Households; Case No. DWL-T-23-01. 5. Action Item: Chris Burdin’s June 6, 2023, Decision Memorandum re: In the Matter of the Application of Avista Corporation for the Authority to Increase Its Rates and Charges for Electric and Natural Gas Service to Electric and Natural Gas Customers in the State of Idaho; Case Nos. AVU-E-23-01 and AVU-G-23-01. 12. Action Item: Claire Sharp’s June 6, 2023, Decision Memorandum re: In the Investigation of Island Park Water Company’s Violations of the Idaho Public Utilities Law. Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 13. Deliberation Memorandum re: In the Matter of Rocky Mountain Power’s Application Requesting Approval of the Annual Revision to QF Variable Energy Prices Pursuant to Terms of the 1992 Amendments to Power Purchase Agreements Between PacifiCorp and Idaho QFs; Case No. PAC-E-23-14 [Michael Duval, Attorney]. 14. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for an Order Approving the Transfer of Certain Assets Associated with Ritter Island; Case No. IPC-E-23- 07 [Michael Duval, Attorney]. 15. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Petition to Modify Order No. 34031’s Timeframe for a Prudence Determination of Hells Canyon Complex Expenditures; Case No. IPC-E-23-13. 16. Deliberation Memorandum re: In the Matter of Commission Staff’s Application to Alter the Filing Date of the Capacity Deficiency Case; Case No. GNR-E-23-01 [Chris Burdin, Attorney]. Commissioner Anderson stated that Items 13, 14, 15 and 16 under Fully Submitted Matters would be deliberated privately.
