HomeMy WebLinkAbout20230502MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING May 2, 2023 – 1:30 P.M. In attendance was Commissioner Eric Anderson and Commissioner John R. Hammond, Jr. Commissioner Edward Lodge was absent. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on April 25, 2023. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Michael Duval and Rick Keller’s May 2, 2023, Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application for Authority to Implement a Commercial and Industrial Demand Response Program; Case No. PAC-E-22-13. 3. Action Item: Dayn Hardie and Mike Louis’ May 2, 2023, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Authority to Increase Its Rates for Electric Service to Recover Costs Associated with North Valmy Power Plant; Case No. IPC-E-19-08 and In the Matter of Idaho Power Company’s Application for a Determination Validating the North Valmy Power Plant Balancing Account True-Up; Case No. IPC-E-22-05. 4. Action Item: Claire Sharp’s May 2, 2023, Decision Memorandum re: In the Matter of Idaho Power Company’s Petition to Modify Order No. 34031’s Timeframe for a Prudence Determination of Hells Canyon Complex Expenditures; Case No. IPC-E-23-13. 5. Action Item: Michael Duval’s May 2, 2023, Decision Memorandum re: In the Matter of the Application of Rocky Mountain Power Requesting Approval of the Annual Revision to QF Variable Energy Prices Pursuant to Terms of the 1992 Amendments to Power Purchase Agreements Between PacifiCorp and Idaho QF’s; Case No. PAC-E-23-14. Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4 and 5 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 6. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for Approval of a Second Amendment to the Energy Sales Agreement for the Sale and Purchase of Electric Energy from the Tamarack CSPP Project; Case No. IPC-E-23-03 [Michael Duval, Attorney]. 7. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for Approval of a Second Amendment to the Energy Sales Agreement for the Sale and Purchase of Electric Energy from the Trout-Co Hydro Project; Case No. IPC-E-23-04 [Michael Duval, Attorney]. Commissioner Anderson stated that Items 6 and 7 under Fully Submitted Matters would be deliberated privately.
