HomeMy WebLinkAbout20230410MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING April 10, 2023 – 1:30 P.M. In attendance was Commissioner Eric Anderson, Commissioner John R. Hammond, Jr. and Commissioner Edward Lodge. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETINGS on March 28, 2023, and April 3, 2023. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Claire Sharp’s April 10, 2023, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for a Determination of 2022 Demand-Side Management Expenses as Prudently Incurred; Case No. IPC-E-23-10. 3. Action Item: Claire Sharp’s April 10, 2023, Decision Memorandum re: In the Matter of Avista’s Application Requesting Authority to Modify Its Power Cost Adjustment Mechanism to Account for Costs Associated with Washington’s Climate Commitment Act Allowances; Case No. AVU-E-23-04. 4. Action Item: Claire Sharp’s April 10, 2023, Decision Memorandum re: In the Matter of Avista’s 2023 Natural Gas Integrated Resource Plan (IRP); Case No. AVU-G-23-03. 5. Action Item: Dayn Hardie’s April 10, 2023, Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application Requesting Approval of $32.5 Million ECAM Deferral; Case No. PAC-E-23-09. 16. Action Item: Dayn Hardie’s April 10, 2023, Decision Memorandum re: In the Matter of Six Formal Complaints filed Against Rocky Mountain Power Regarding Smart Meter Installations; Case Nos. PAC-E-23-04; PAC-E-23-05; PAC-E-23-06; PAC-E-23-07; PAC-E-23-08; and PAC-E-23- 11. Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 17. Deliberation Memorandum re: In the Matter of Sunbeam Water Company’s Failure to Comply with Idaho Public Utilities Commission Reporting and Fiscal Requirements; Case No. SNB-W-22-01 [Michael Duval, Attorney]. 18. Deliberation Memorandum re: In the Matter of Donald Sorrell’s Complaint Against Sunnyside Park Utilities ; Case No. GNR-U-22-03 [Chris Burdin, Attorney]. 19. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for Approval of a Power Purchase Agreement with Pleasant Valley Solar, LLC; Case No. IPC-E-22-29 [Chris Burdin, Attorney]. Commissioner Anderson stated that Items 17, 18 and 19 under Fully Submitted Matters would be deliberated privately.
