IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
March 28, 2023 – 1:30 P.M.
In attendance was Commissioner Eric Anderson, Commissioner John R. Hammond, Jr. and
Commissioner Edward Lodge. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
March 21, 2023. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Curtis Thaden’s March 28, 2023, Decision Memorandum re: In the Matter of
Intermountain Gas Company Tariff Advice No. 23-01; Revision to Rate Schedule FT (Franchise
Fee/Tax Adjustment).
3. Action Item: Johan Kalala-Kasanda’s March 28, 2023, Decision Memorandum re: In the
Matter of Syringa Networks, LLC’s Application for the 2022 Broadband Equipment Tax Credit;
Case No. SZ9-T-23-01.
4. Action Item: Chris Burdin’s March 28, 2023, Decision Memorandum re: In the Matter of
Donald Sorrell’s Complaint Against Sunnyside Park Utilities; Case No. GNR-U-22-03.
5. Action Item: Chris Burdin’s March 28, 2023, Decision Memorandum re: In the Matter of the
Application of Rocky Mountain Power for a Certificate of Public Convenience and Necessity
Authorizing Construction of the Boardman-to-Hemingway 500-kV Transmission Line Project;
Case No. PAC-E-23-01.
6. Action Item: Riley Newton’s March 28, 2023, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Participation in the Western Resource Adequacy
Program; Case No. IPC-E-23-08.
7. Action Item: Michael Duval’s March 28, 2023, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Authority to Implement Fixed Cost Adjustment (“FCA”)
Rates for Electric Service from June 1, 2023 through May 31, 2024; Case No. IPC-E-23-09.
8. Action Item: Michael Duval’s March 28, 2023, Decision Memorandum re: In the Matter of
Fredric Quinto’s Complaint Against Ziply Fiber Northwest LLC; Case No. VZN-T-23-01.
9. Action Item: Michael Duval and Riley Newton’s March 28, 2023, Decision Memorandum re: In
the Matter of Idaho Power Company’s Application for a Certificate of Public Convenience and
Necessity for the Boardman-to-Hemingway 500-kV Transmission Line; Case No. IPC-E-23-01.
Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4, 5, 6, 7, 8
and 9 under the Consent Agenda. A vote was taken on the motion and it carried unanimously.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
