IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
August 30, 2022 – 1:30 P.M.
In attendance was Commissioner Eric Anderson, Commissioner John Chatburn and Commissioner John
R. Hammond, Jr. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
August 23, 2022. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Curtis Thaden’s and Claire Sharp’s August 30, 2022, Decision Memorandum re:
Intermountain Gas Company Tariff Advice No. 22-02 Revision to Rate Schedule FT (Franchise
Fee/Tax Adjustment).
3. Action Item: Chris Burdin’s August 30, 2022, Decision Memorandum re: In the Matter of the
Application of Intermountain Gas Company for a Determination of 2021 Energy Efficiency Expenses
as Prudently Incurred; Case No. INT-G-22-03.
4. Action Item: Dayn Hardie’s August 30, 2022, Decision Memorandum re: In the Matter of Avista
Corporation’s Application for a Determination of 2020-2021 Electric and Natural Gas Energy
Efficiency Expenses as Prudently Incurred; Case Nos. AVU-E-22-13 and AVU-G-22-05.
5. Action Item: Michael Duval’s August 30, 2022, Decision Memorandum re: In the Matter of the
Joint Petition of Avista Corporation and Idaho County Light and Power Cooperative Association for
Approval of a Power Purchase and Sale Agreement; Case No. AVU-E-22-14.
6. Action Item: Riley Newton’s August 30, 2022, Decision Memorandum re: In the Matter of the
Application of Idaho Power Company for Authority to Establish a New Schedule to Serve Speculative
High-Density Load Customers; Case No. IPC-E-21-37.
Commissioner Anderson made a motion to approve Staff’s recommendations for Items 2, 3, 4, 5 and 6
under the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
7. Deliberation Memorandum re: In the Matter of the Corporate Name Change of Suez Water
Idaho, Inc., to Veolia Water Idaho, Inc.; Case Nos. VEO-W-22-01/SUZ-W-22-01 [Chris Burdin,
Attorney].
Commissioner Anderson stated that Item 7 under Fully Submitted Matters would be deliberated privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
