In attendance was Commissioner Eric Anderson, Commissioner John Chatburn and Commissioner John R. Hammond, Jr. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on April 19, 2022. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Travis Culbertson’s April 28, 2022, Decision Memorandum re: In the Matter of the Joint Application of SUEZ Water Idaho, Inc. to Acquire Eagle Water Company; Case Nos. SUZ-W- 18-02 and EAG-W-18-01. 3. Action Item: Riley Newton’s April 28, 2022, Decision Memorandum re: In the Matter of Picabo Livestock Company’s Application to Amend Its Certificate of Public Convenience and Necessity No. 220 and Related Tariffs; Case No. PIC-W-22-01. 4. Action Item: Riley Newton’s April 28, 2022, Decision Memorandum re: In the Matter of Idaho Power Company’s Annual Compliance Filing to Update the Load and Gas Forecasts in the Incremental Cost Integrated Resource Plan Avoided Cost Model; Case No. IPC-E-21-35. 5. Action Item: Dayn Hardie’s April 28, 2022, Decision Memorandum re: In the Matter of the Annual Update to “Surrogate Avoided Resource” Avoided Cost Rates; Case No. GNR-E-22-01. 6. Action Item: Dayn Hardie’s April 28, 2022, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Authority to Implement Power Cost Adjustment Rates for Electric Service from June 1, 2022, through May 31, 2023; Case No. IPC-E-22-11. 7. Action Item: Chris Burdin’s April 28, 2022, Decision Memorandum re: In the Matter of the Application of Idaho Power Company for Approval or Rejection of an Energy Sales Agreement with Faulkner Brothers Hydro, for the Sale and Purchase of Electric Energy from the Faulkner Ranch Hydro Project; Case No. IPC-E-22-10. 8. Action Item: Chris Burdin’s April 28, 2022, Decision Memorandum re: In the Matter of the Corporate Name Change of SUEZ Water Idaho, Inc. to Veolia Water Idaho, Inc.; Case Nos. VEO- W-22-01 and SUZ-W-22-01. 9. Action Item: Johan Kalala-Kasanda’s April 28, 2022, Decision Memorandum re: Application of Matrix Telecom, LLC Requesting a Name Change to Lingo Telecom, LLC for Certificate No. 468; Case No. MAT-T-22-01. 10. Action Item: Johan Kalala-Kasanda’s April 28, 2022, Decision Memorandum re: The 2021 Broadband Equipment Tax Credit Application for Direct Communications Rockland; Case No. DCM-T-22-01. 11. Action Item: Johan Kalala-Kasanda’s April 28, 2022, Decision Memorandum re: Application of TDS Metrocom, LLC for Approval of an Interconnection Agreement with Project Mutual Telephone Cooperative Association, Inc.; Case No. TML-T-22-01. 12. Action Item: Dayn Hardie’s April 28, 2022, Decision Memorandum re: In the Matter of Avista Corporation’s Proposed Tariff Schedule 195 – Optional Renewable Natural Gas; Case No. AVU-G- 22-01. Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 13. Action Item: Daniel Klein’s April 28, 2022, Decision Memorandum re: In the Matter of Earthgrid’s Application to Provide Basic Resold and Facilities-Based Local Exchange Telecommunication Services in the State of Idaho; Case No. EPC-T-21-01. Commissioner Chatburn made a motion to move Item 13 under Matters in Progress to Fully Submitted Matters. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 14. Deliberation Memorandum re: In the Matter of Rocky Mountain Power’s Filing for Acknowledgement of Its 2021 Integrated Resource Plan; Case No. PAC-E-21-19 [Riley Newton, Attorney]. 15. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for Approval of the Capacity Deficiency to be Utilized for Avoided Cost Calculations; Case No. IPC-E- 21-09 [ Dayn Hardie, Attorney]. Commissioner Anderson stated that Items 14 and 15 under Fully Submitted Matters would be deliberated privately.
