In attendance was Commissioner Eric Anderson, Commissioner John Chatburn, and Commissioner John R. Hammond, Jr. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on March 15, 2022. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Riley Newton’s March 22, 2022, Decision Memorandum re: In the Matter of Avista Corporation’s Joint Petition with the Regents of the University of Idaho for Approval of a Power Purchase Agreement; Case No. AVU-E-22-04. 3. Action Item: Dayn Hardie’s March 22, 2022, Decision Memorandum re: In the Matter of Avista’s and the University of Idaho’s Joint Petition for Approval of a Power Purchase Agreement (Steam Facility); Case No. AVU-E-22-03. 4. Action Item: Dayn Hardie’s March 22, 2022, Decision Memorandum re: In the Matter of Avista Corporation’s Proposed Tariff Schedule 195 – Optional Renewable Natural Gas; Case No. AVU-G- 22-01. 5. Action Item: Taylor R. Brooks’ March 22, 2022, Decision Memorandum re: In the Matter of Commission Staff’s Formal Complaint Concerning Intermountain Gas Company’s Practices of Allowing Unqualified Operators to Perform Live Meter Exchanges; Case No. INT-G-22-01 6. Action Item: Curtis Thaden’s March 18, 2022, Decision Memorandum re: In the Matter of Avista Utilities’ Tariff Advice No. 22-01-E Proposed Revisions to Its Idaho Tariff Index. 7. Action Item: Curtis Thaden’s March 18, 2022, Decision Memorandum re: In the Matter of Avista Utilities’ Tariff Advice No. 22-01-G Proposed Revisions to Its Idaho Tariff Index. Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5, 6 and 7 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 8. Deliberation Memorandum re: In the Matter of the Application of Avista Corporation for an Order Authorizing Pilot Programs for the Research and Development of Electric Transportation; Case No. AVU-E-21-13 [Dayn Hardie, Attorney]. Commissioner Anderson stated that Item 8 under Fully Submitted Matters would be deliberated privately.
