IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
March 15, 2022 – 1:30 P.M.
In attendance was Commissioner Eric Anderson and Commissioner John Chatburn. Commissioner John
R. Hammond, Jr. participated via telephone. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
March 8, 2022. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Rick Keller’s March 11, 2022, Decision Memorandum re: In the Matter of Idaho
Power Company’s Application for Approval to Modify Its Demand Response Programs; Case No.
IPC-E-21-32.
3. Action Item: Johan Kalala-Kasanda’s March 11, 2022, Decision Memorandum re: The 2021
Broadband Equipment Tax Credit Application for Syringa Networks, LLC; Case No. SZ9-T-22-01.
4. Action Item: Johan Kalala-Kasanda’s March 11, 2022, Decision Memorandum re: Notification
Regarding the Transfer of Control of Clear Rate Communications, Inc. to Clear Rate Holdings, Inc.
and Resulting Name Change to Clear Rate Communications, LLC for Certificate No. 534; Case No.
CRC-T-22-01.
5. Action Item: Riley Newton’s March 15, 2022, Decision Memorandum re: In the Matter of Avista
Corporation’s Compliance Filing to Update and Establish Its Capacity Deficiency Period to be Used
for Avoided Cost Calculations; Case No. AVU-E-22-02.
6. Action Item: Taylor R. Brooks’ March 15, 2022, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for a Determination Validating the North Valmy Power Plant
Balancing Account True-Up; Case No. IPC-E-22-05.
Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5 and 6. A
vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:

Customer Surcharge and Modified Line Route Configuration for Construction of a New 138 kV
Transmission Line in the Wood River Valley; Case No. IPC-E-21-25 [Riley Newton, Attorney].
8. Deliberation Memorandum re: In the Matter of Richard Keavy’s Formal Complaint Against
Qwest Corporation; Case No. QWE-T-21-14 [Taylor R. Brooks, Attorney].
9. Deliberation Memorandum re: In the Matter of Intermountain Gas Company’s Application for
Authority to Revise Its Electronic Receiver Transmitter; Case No. INT-G-21-08 [Taylor R. Brooks,

Commissioner Anderson stated that Items 7, 8, 9 and 10 under Fully Submitted Matters would be
deliberated privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
