IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
March 1, 2022 – 1:30 P.M.
In attendance was Commissioner Eric Anderson, Commissioner John Chatburn, and Commissioner John
R. Hammond, Jr. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
February 22, 2022. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Yao Yin’s February 25, 2022, Decision Memorandum re: Idaho Power Company’s
Replacement Second Amendment to the Energy Sales Agreement Between Idaho Power Company
and MC6 Hydro LLC; Case No. IPC-E-21-30.
3. Action Item: Kevin Keyt’s February 25, 2022, Decision Memorandum re: In the Matter of Idaho
Power Company’s Tariff Advice No. 22-01 Proposed Revisions to Its Rate Schedule 84 (84-2),
Customer Energy Production Net Metering Service and Tariff Indexes.
4. Action Item: Taylor R. Brooks’ March 1, 2022, Decision Memorandum re: In the Matter of
Commission Staff’s Formal Complaint Concerning Intermountain Gas Company’s Practices of
Allowing Unqualified Operators to Perform Live Meter Exchanges; Case No. INT-G-22-01.
Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2, 3 and 4 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
5. Deliberation Memorandum re: In the Matter of Falls Water Company’s Application to Amend
Its Certificate of Public Convenience and Necessity No. 236; Case No. FLS-W-21-03 [Taylor R.
Brooks, Attorney].
6. Deliberation Memorandum re: In the Matter of Rocky Mountain Power’s Application for
Approval or Rejection of the Power Purchase Agreement with Commercial Energy Management,
Inc.; Case No. PAC-E-21-05 [Taylor R. Brooks, Attorney].
7. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Annual Compliance
Filing to Update the Load and Gas Forecasts in the Incremental Cost Integrated Resource Plan
Avoided Cost Model; Case No. IPC-E-21-35 [Riley Newton, Attorney].
8. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Application for
Approval to Modify Its Demand Response Programs; Case No. IPC-E-21-32 [Riley Newton,
Attorney].
Commissioner Anderson stated that Items 5, 6, 7 and 8 under Fully Submitted Matters would be
deliberated privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
